I’ve often found myself in exactly the same dilemma. Often the pushback comes from the team of engineers I support, in the form of “Well, if this isn’t valuable to the user, why are we doing it?”. I’ve seen this lead in the past to a new “user type” invented for a particular story (i.e. The Product Manager can see how many people successfully navigated to X page and didn’t go to the next step.)
